The Five-Year Capital Improvement Plan outlines planned infrastructure investments, including roads, utilities, and public facilities.

Boards & Commissions

This is separate from the state system—important distinction.

Include:

  • Board/Commission Name
  • Purpose
  • Members
  • Meeting schedule
  • Contact or application info

Examples:

  • Planning & Zoning
  • Parks & Recreation
  • Housing Authority
  • Etc.

  • Transparency
  • Local control (not dependent on state site)

📅 Meeting Agendas & Minutes (CRITICAL for SDCL compliance)

This is the big one.

You’ll want:

  • Agendas (posted before meetings)
  • Approved Minutes (after meetings)

Best structure:

  • Year-based archive:
    • 2026
    • 2025
  • Each year = list of meetings:
    • Date
    • Agenda (PDF)
    • Minutes (PDF)

💡 I created a new CPT for “Council Meetings” on the left to make uploading, managing and displaying the agenda/minute archives. You will create new, title, the upload the optimized pdf.

All agendas and minutes must be saved as optimized PDFs before uploading.

Do NOT upload:

  • scanned images
  • large print-quality PDFs

Third party optimization:

  • Smallpdf
  • ILovePDF

If using Word:

  • File → Save As → PDF
  • Choose Minimum Size

Compress before uploading

Use:

  • “Save as PDF” (not print scan)
  • or compress before uploading
