Responsibilities of the Mayor and City Council
The Mayor and City Council play a crucial role in governing our city and making decisions that impact the lives of our residents. Some of their key responsibilities include:
- Setting city policies and priorities
- Approving the city budget and allocating funds for various projects and services
- Enacting ordinances and resolutions to address community needs and concerns
- Representing the interests of residents and advocating for the city at local, regional, and state levels
- Overseeing city departments and agencies to ensure efficient and effective delivery of services

Meet Scott L. Kostal, Mayor for The City of Springfield, South Dakota
May 2022 – Present
The City of Springfield, SD is a Home Rule city located on the bluffs of the Missouri River in Southeast South Dakota. The mayor is the chief executive officer of this 1,000+ person community. The city is dominated by the Mike Durfee State Prison located on the former campus of the University of South Dakota/Springfield and houses 1,000 low and medium security inmates. Springfield State Park and Marina is the focal point for a vast and diverse outdoor recreation paradise.
